截至目前,证券市场房地产企业的融资已经暂停了三年多。早在2010年4月的时候,为了遏制房价过快上涨的势头,国务院发布通知,明确要求对存在土 地闲置及炒地行为的房地产开发企业,商业银行不得发放新开发项目贷款,证件部门暂停批准其上市再融资和重大资产重组。此后证监会表示,暂缓受理房地产开发 企业的重组申请,并对已受理房地产类的重组申请征求国土部的意见。2011年5月,证监会又暂缓了受理房地产开发企业并购重组的申请。到了今年的6月18 日,证监会有一个表态说,将根据国务院2010年和2013年关于房地产市场调控的相关通知,对存在囤积、捂盘惜售的违法违规行为的房地产企业暂停上市和 再融资,具体企业是否违规,证监会将在审核时依据国土资源部的意见。这样的表态也被认为是给政策开闸留下了空间,有媒体分析认为,这意味着房地产的融资将 有条件的放开。

据记者的报道,与此前的表态相比,现在这样一个官方口径发生了比较大的变化,而且报道还认为房地产的融资开闸先从上市公司开始。由于IPO融资处于 暂停的状态,何时重启仍没有定数,不过上市房企的再融资和重启却没有太多的障碍。进入7月以来,已经有多家A股公司、上市公司方面的公司因为筹划与公司相 关重大事项而停牌,所以如果国土部在30日以内没有向证监会给出核查意见,就表示他们对再审房企的再融资申请没有异议。另外还有报道援引知情人士的话说, 本轮房企再融资如果启动,有无保障房的开发项目是一个重要的审核依据,政策层面是有意为保障房给予一些金融的支持。
